ELB Services' MPSC IV Transition Team, comprised of staff from both Summit and EL Blake, meet in Columbus, GA to plan the way forward.

In November 2024, ELB Services, a SDB, SDVOB, and SDVOSB Joint Venture/Mentor-Protégé between Summit Technologies, Inc. (mentor) and EL Blake Corporation (protégé and managing member) was awarded the Mission Planning Support Contract (MPSC) IV at Hill Air Force Base. This Department of the Air Force Materiel Command Lifecycle Management Center contract is a single-award, indefinite-delivery/indefinite-quantity with a $600M ceiling and a 5-year base period of performance (with a 5-year option). MPSC IV ensures sustainment infrastructure is established to support all Mission Planning Environments (MPEs) and future JMPS Open Mission Systems (JOMS) deployment environments and provides for continued mission planning support of UNIX-Mission Planning System, portable flight planning system, joint mission planning system, and joint precision airdrop systems.
